We had/have small towns in southern Indiana with upwards of 15% or more that test hiv positive from intravenous drug use 5 years ago. Education and exchange programs have radically reduced new outbreaks.

So anyway, when they whine that the War on Drugs didn't work, this is why - because they don't want it to. They don't want people to stop doing drugs. Instead of rehab and other get clean programs, they dole out needles and crack pipes to facilitate the addiction.
