I know in 2020 that applications for a mail-in ballot were sent to all registered voters in Maryland, but I am quite sure that you would have had to send the application in to receive the actual ballot.
You would be wrong. This, I am quite sure of...
And unless you're my postal carrier, you don't have a clue what came in my mailbox last year, so maybe stop assuming...because you know what assuming does...

Not only absentee applications but every registered voter in the state automatically got a primary ballot.

The day they dropped at the Post Office I went to pick up my mail and there were 40 or 50 that people had left lying around and not taken home. I could have taken them, filled them out and sent them in. No, only a ____________person who lacks situational awareness believes that the signatures are checked.

Instead I gathered them up and put them back in the mail.

As I recall, both the Mrs. and I had to apply for the mail in ballot for last year's general election in November.
We did, received them, filled them out as specified, sealed as specified and placed them in the observed drop box at the county election office.
County sent an email acknowledging receipt.
