Did you call the insurance company and this is how you found out they did not have insurance?
I am sure that the information you have also includes a phone number to the person who hit you. Call that and make sure the information is correct. Those numbers are entered in at the MVA office and often, they either get entered in wrong, called out to the officer wrong, they may have switched companies and forgot to notify MVA, or whatever. If they cannot provide you insurance information, call the officer. Not having insurance on a vehicle is a must appear offense, meaning they must appear in court and speak to the judge about the matter.
I am just trying to figure out how you came to the conclusion they have no insurance, because if you are going by the form the officer gave you, I can see problems with that.
