From my direct observation, that phrase is used by young black men amongst themselves, and sometimes with select white friends (apparently the "N-Word Pass" is a thing that exists, my son's black friends have given him this pass - which I ****ing hate and he knows not to say it when I can hear it). I've been in Giant walking past a group of black people, when they had the coffee break area, just chatting using the "n" word amongst themselves. There are many times I'm in the presence of a lot of white people and the n word gets thrown around. I don't chastise them. I just listen to the conversation and what is being said.
