well, its really a matter of local vernacular.. In southeast Washington DC or anywhere in Prince Georges County, "toots" translates to the hardened growths in your "mouff"...as in . "he done busted me in my mouff and breaked tree toots"..

Not being from sm think I would pronounce it like in tootsie roll or "Hey Toots". Not a toot.

It is actually named after the original owner. I never met him but I knew the second owner, Frank. At lest I think he was the second owner but it has changed a lot of hands since then. The building is actually a landmark from a not so nice time period in the county. I can remember years ago when they stripped the paint and uncovered the message "Whites Only" in huge letters on the side of the building. The letters are probably still under the vinyl siding.
Interesting. I may try to research that a little, I love trivia.
Still is it 'Toots' like "Hey Toots" or 'Toots' like a horn toots? lol
