I was nonplussed at Raley's defense of rabid dogs because they once were newborn puppies. They certainly were BUT that's not what they are now. And putting them down in a lot better solution than kennelling them with other rabid dogs for the rest of their days. Plus it keeps them from being a danger to anyone else, including the people that have to take care of them.
To me it's the exact same thing with rabid humans.
