In 1980 the Skyway Bridge collapsed into Tampa Bay, FL, after being struck by a ship. When it was rebuilt they added huge concrete and rock islands around the base of each pillar. That may be the way to protect the bridge replacement.

That was just the construction. The replacement needs to be designed and planned. Could they use the undamaged sections, if they are undamaged, and replace just the span?

The distress calls from ship allowed for the stop off all bridge traffic prior to impact. That is how they know they only have recovery of the work crew that was doing minor patch repairs.

Happened at 1 AM in the morning. Just think of how many would have died if it had gotten hit at rush hour.
I wouldn't want to be in that pilot's position. This is a good advertisement for tunnels under the river instead of bridges over it.

Can't transport hazardous materials through tunnels and most tunnels have lower height restrictions than bridges. The Key bridge crossing was specifically designed as a high bridge so that trucks could use it without having to go all the way around 695 on the west side of Baltimore when traveling the East Coast I-95 corridor.
