Any parent who would let thier son join a cub scout troop that was solicited by someone with an icon (or whatever the picture is called) like yours should have thier heads examined!

Why? Scouts teaches, among many other things, proper firearms safety. They are taught, under strict supervision, the safe and proper way to handle and shoot, first using BB guns and later with .22's. 1st grade is Tiger Cubs.
Adult partner has to be with the scout at all times. (older scouts can be dropped off)
Cub Scouts are in a Den, which is part of a Pack. 1-5 grade / 6-10 y.o.
Boy Scouts are in a Patrol, which is part of a Troop. 5-12 grade / 10.5 - 18 y.o.
