IN ORDER TO IMPROVE THE SKILLS AND KNOWLEDGE OF OUR MOTORCYCLISTS, REF A ESTABLISHED THE REQUIREMENT THAT IN ADDITION TO THE BASIC RIDER COURSE (BRC), ALL SPORTBIKE RIDERS MUST NOW COMPLETE THE RECENTLY DEVELOPED MILITARY SPORTBIKE RIDERS COURSE (MSRC) AND ALL RIDERS, REGARDLESS OF WHAT TYPE OF BIKE THEY RIDE, MUST NOW COMPLETE RECERTIFICATION TRAINING EVERY THREE YEARS. FOR CRUISER/STANDARD RIDERS THIS RECERTIFICATION TRAINING IS THE EXPERIENCED RIDER COURSE (ERC).

MOTORCYCLISTS UNTIL THE INITIAL INCREASE IN DEMAND FOR TRAINING IS MET AND OUR PROGRAMS CAN BEGIN SUSTAINMENT TRAINING, THE FOLLOWING TRAINING PRIORITIES SHOULD BE FOLLOWED:
A. TRAINING PRIORITY 1 - BRC FOR ALL FIRST TIME RIDERS.
B. TRAINING PRIORITY 2 - MSRC FOR FIRST YEAR SPORTBIKE RIDERS.
C. TRAINING PRIORITY 3 - MSRC FOR ALL OTHER SPORTBIKE RIDERS.
D. TRAINING PRIORITY 4 - ERC FOR STANDARD/CRUISER RIDERS.

ANSWER. IF YOU ARE A SPORTBIKE RIDER YOU MUST COMPLETE THE MSRC AS SOON AS POSSIBLE IN ORDER TO CONTINUE RIDING ON BASE.
STANDARD/CRUISER RIDERS WHO HAVE PREVIOUSLY COMPLETED THE BRC ARE GRANTED A WAIVER OF THE THREE-YEAR RECERTIFICATION REQUIREMENT CONTAINED IN REF A. THIS WAIVER IS EFFECTIVE UNTIL 30 SEPTEMBER 2009 AND IS INTENDED TO ALLOW MAXIMUM COURSE SCHEDULING AND RANGE USE FOR THE MSRC AND BRC.

ANSWER. SPORTBIKES ARE DEFINED AS PERFORMANCE MOTORCYCLES WITH THE RIDER IN A FORWARD LEANING POSITION AND FEET AFT OF HIS CENTER OF GRAVITY. SPORTBIKES INCLUDE "SPORT", "SUPERSPORT", AND "SPORT TOURING" MOTORCYCLES. MANUFACTURER WEB SITES CAN BE UTILIZED TO PROVIDE CLARIFICATION.

ANSWER. OUR GOAL IS TO PROVIDE TRAINING TO ALL OF OUR MOTORCYCLISTS, CONCENTRATING INITIALLY ON OUR SPORTBIKE RIDERS.
TO ACHIEVE THAT GOAL WE NEED TO TRAIN 3,500 FIRST-YEAR SPORTBIKE RIDERS BY 31 AUGUST AND ALL 8223 SPORTBIKE RIDERS BY 1 OCTOBER.
THIS GOAL CAN ONLY BE REACHED IF COMMANDERS, COMMANDING OFFICERS AND OFFICERS-IN-CHARGE IDENTIFY ALL MOTORCYCLISTS IN THEIR COMMANDS AND ENSURE THEY COMPLETE TRAINING.

Well, Ed, seems pretty clear to me. Looks like my bike gets covered under my retired identity, since contractors are not mentioned. :evil:

What?
Every three years. Heck, isn't it a one year waiting list to get in that class as is. I don't see how they will manage this.
 
It's just not worth the hassle to me. I don't need to take my bike on base if I have to go thru this.

I figured. Make it tough enough to deter people and the problem goes away. And I'm sure the local commanders are thrilled about having to enforce it to their subordinates. One more thing they have to track.

They still are.

I don't seem to be covered in two ways by this instruction.

#1 D. ERC FOR STANDARD/CRUISER RIDERS.

I assume this is the advanced class, they don't talk about having to repeat if you have had that one.

A little Orwellian.

AF you don't even have to register your vehicle anymore, and the initial reasoning for registering your vehicle (SECURITY) is kind of moot if they are going to stop EVERY vehicle and look at an ID.

HUGE waste of time and money.

Their goal is to significantly reduce the number of accidents and fatalities. If they can keep them off-base with red tape, all the better for them. In the meantime, they take themselves partially off the hook by providing and mandating the training.

Yeah, every time I see the stuff the civil servants I work for go through just to arrange travel, dealing with mandatory training requirements, this new eval system, I'm a happy contractor. :yahoo:

Did contractors (and retirees) have to take the course to get stickers for their motorcycles previously? If so, I'm willing to bet that you'll be taking the course...
