Accusations unproven, made by people who had reason to hate the man.
Not that I have reason to not believe some of the accusations, but J. Edgar Hoover had many people who hated him and he ran the FBI more as a Kingdom than as a Department of the Government,, but he did stop some evil people. The FBI today has few notches on their gun for stopping evil.
