A plea bargain by the state has led to a suspended sentence for a man charged with sexual abuse of a minor. Jeffrey Bixby, 54, of California received a suspended ten-year sentence Friday in St. Mary’s County Circuit Court.
The sentence was recommended to Judge Karen Abrams by Tiffany Campbell, a special prosecutor who practices in La Plata. She also recommended that Bixby apologize to the victim and that he remain a Registered Tier 3 Sex Offender for life.
Bixby was charged with sexually abusing a friend of the family while she was aged six to 10 years from 2003 to 2007. The victim helped the state develop charges by placing a recorded call to Bixby in which he implicated himself and apologized to her.

Bixby’s attorney Warren Price of Annapolis said his client had expressed “true and genuine” regret for what he had done

More like true and genuine regret for getting busted.

It's not just VFD or people like that who get off scot free on serious charges.

So who actually goes to jail anymore? Supposedly the cells are full but we continually see habituals getting suspended sentences, PBJ, charges dropped, etc etc. How many crimes can I commit before I actually have to do some time? I may go into a new line of work.

Seems to me that every time I hear of someone doing jail time its for DUI or driving on a suspended license. BUT if you kill someone will DUI, you're only in the clink for a year or two.

The first time someone like you or I commit a crime we will Go to Jail, Directly to Jail, do not pass Go, do not collect $200.

This county is sooooo screwed up. So now we are letting Chester's off....I would say what's next... But it wouldn't surprise me. I can't believe that he is getting a suspended Sentence. He told on himself! That's like the smoking gun.

Here's a thought. Maybe this is the sentence the victim wanted. Perhaps this saved the victim from going through a trial so that every idiot out here could question the victim actions.

I thought that even if the victim ok'd a plea deal to prevent them from going through a trial, the plea deal could still involve the judge giving them time IN PRISON where this abuser needs to be. :burning:

Maybe, that is possible. Or maybe the victim was talked into that. We have no way of knowing for sure, but we can get an inkling based on other child perv cases, and see a trend line. Counseling and treatment my azz, only one treatment cures these sick bastards........and it's measured in fps, not in hours on a therapists couch.

I know for sure that is what the victim wanted. The victim is intelligent and strong enough to make up their own mind and decided this is what should happen.

Doubtful.

The judicial system in this county is completely worthless.

Judge Abrams is completely worthless. I don't know how many times I've read a sex offender received a light sentence. Work release, probation with no time, etc. from her. And this? An apology??? The victim was a small child!!! It makes me livid.
