I believe they have five days from their sentence.

Immediately following the court hearing, paperwork is supposed to be initiated with the state... Once the state registration office processes it, they send it down to the local law enforcement office. Local law enforcement office than processes the registration requirement - hand delivers a registration statement and gives a specific time as to when the individual must report to the law enforcement office for registration to begin. Once the individual reports to the local law enforcement office and registers, the paperwork is then sent back up to the state office and it is then that they are added to the sex offender registry for all to review. it will be approx 2-3 wks before you see him listed there.

Q3. When Does Registration Occur?
All registrants must register with a supervising authority or with the designated local law enforcement unit.

Tier I Registrants must register in person every 6 months
Tier II Registrant must register in person every 6 months
Tier III Registrants must register in person every 3 months

All registrants must initially register with a supervising authority or with the designated local law enforcement unit within:
3 days of release to community supervision from the court
Prior to release from a correctional facility
3 days of ending permanent residency in Maryland

All Maryland Registrants must update their registration statements within:

3 days of changing residences
3 days of changing employment
3 days of changing any information on the registration statement
Non-Residents must initially register with a supervising authority or with the designated local law enforcement unit within:

3 days of beginning employment in Maryland
3 days of registering as a student in a Maryland school
3 days of entering the State as a transient individual
Within 3 days of beginning permanent residency in Maryland
Within 3 days of ending permanent residency in Maryland

The judge ordered Bixby not to have any unsupervised contact with girls under 16...

I would presume that includes his daughters.

Actually, these "sentencing conditions" do NOT include biological children of an offender.

Complete bull####. YOu can plea out AND add sentencing. Sounds like ALL of the adults wussed out in this case. Complete crock placing the burden of responsibility entirely on the child's shoulders. You grownups need to grow the #### up. Do your ####ing jobs. Put these people away. The judge did NOT have to accept this.

That is correct. The judge, prosecutor, defendant or the victim could have rejected this plea. None of them did. I don't like this particular plea either, but it is what it is. Who am I to judge this child for wanting this outcome.

You really don't have any idea what you are talking about. The guy will be on the public site within a day or two. I hope you don't charge people for your services, as you often are dead wrong.

Everytime I hear about something like this, it just sickens me. Not only will that child and her family have to deal with that for the rest of there lives, his family will also have to deal with that. I'm not equating the "plight" of the two, but there is no way he will financially be able to support his children now and of course they will live knowing what he did.


I don't think he'll be tweeting about his job, festivals he's attending, and his lovely commute to work anymore. I'm somewhat shocked that he could even do so with everything else going on, but sickos have to keep the act up, right?!

I don't imagine that he'll be on this earth very long

INCORRECT... call the State Registration office, Ask for Ms. Bartholomew...she will assert the information i have provided as CORRECT. also, you can call Det Tim Fridman at the Calvert Co Sheriffs Ofc and he will also inform you that i am correct. NO CLUE what St Mary's sheriffs ofc is..but this is about the STATE registration process.

The victim is still a child. What a horrible burden to place on a wounded soul to have to make such a decision.

It is terrible, no question. And she should not have had to endure testifying.

HOWEVER, victims don't always have to testify. He should have gone to jail. This should be about what HE did, not about what the child is (justifiably) still afraid of. She has a good heart and should be commended for it, however, there are MANY MANY adults surrounding this case who know better.

He committed a heinous crime. And should be punished. Not kept free to take on the next kid.

This child should have been protected from having to make such a decision. Shame on all of the adults in her world - ESPECIALLY this judge.

They have recordings of him admitting to being a pervert while speaking to this victim. I wonder why they couldn't use those recordings and not have her face him in the courtroom? I'm beyond disgusted that a pervert can admit to committing this crime and still get away with no jail time. There's no question of guilt, he flat out admitted it. UFB.
