I've lived here since 2000 and never considered it rural. Have to go out to the 7th or south of SMC for rural.
Lot more "rural" area than just those...housing developments aside.

Certainly not as rural as it was when I was a kid....in the '60s.

Pretty sure we are part of the Washington DC Metropolitan Statistical Area and without local knowledge of the area, perfectly reasonable to call it a suburb of DC.

Further, as much federal and federal-adjacent (contracting cottage industry) there is here, might as well be considered a suburb.
Sure it is, that's why you have emission testing.

As any blind person can see, St. Mary's County is NOT part of the Washington DC MSA.

Locality pay is for the Pax River complex, not St Mary's. Pax River gets a lot of commuters from the VA portion of the Washington MSA.
St. Mary's County is exempt from emissions testing because we are classified as a rural farming county.

Emissions are levied based on EPA measured air quality, not classification.

Its the old "I was wrong, but I'll pretend I knew it and was trolling ya". Since I have a close relative who's a pathological liar, I'm familiar with this tactic. They use it all the time since liars quite often dont know crap.
