Emissions are levied based on EPA measured air quality, not classification.Locality pay is for the Pax River complex, not St Mary's. Pax River gets a lot of commuters from the VA portion of the Washington MSA.
St. Mary's County is exempt from emissions testing because we are classified as a rural farming county.
