Locality pay is for the Pax River complex, not St Mary's. Pax River gets a lot of commuters from the VA portion of the Washington MSA.
St. Mary's County is exempt from emissions testing because we are classified as a rural farming county.
How come the locality pay table says nothing about Pax River?

"FOR THE LOCALITY PAY AREA OF WASHINGTON-BALTIMORE-ARLINGTON, DC-MD-VA-WV-PA"

Sure about that? What happens is that the fed only requires emissions testing in counties where measured air quality is below standards. Annapolis has desired to implement statewide testing for a while, but they have been held up by the feds not requiring it.

Yep, I'm sure. See Appendix B. St Marys does not require VEIP testing.

Oh we agree on the fact that St Marys (and a few others) are exempt. My point was that the only reason it is exempt is that EPA air quality data is the reason why.

I remember when the BS emissions testing was instituted and forced upon us. There was much consternation in Calvert County as being a part of the Washington MSA being that Calvert was mostly rural and farmland at the time. I wonder if those EPA numbers still hold water after all the years of automotive engine technological advancements. As at the time, I'm pretty sure any pollutants being detected were being spread by wind currents that skewd the data at the time anyway.

The emissions program should be dismantled. And, if it is such a concern, make it part of the automotive inspection program when a car is sold or titled, as is the requirement now.

Just read something where some states are eliminating the emissions testing because of corruption. Widespread abuse. Inspectors were flagging tons of things that didn't need repair, and you couldn't get a sticker unless you had the unnecessary work done. Arizona?

So, states can petition to get counties removed from the program if air quality improves. Of course, Maryland's not ever gonna do that. But not that the EPA is the final authority over who has to perform vehicle emissions testing. And that determination is based on monitoring.
