How come the locality pay table says nothing about Pax River?Locality pay is for the Pax River complex, not St Mary's. Pax River gets a lot of commuters from the VA portion of the Washington MSA.
St. Mary's County is exempt from emissions testing because we are classified as a rural farming county.

I remember when the BS emissions testing was instituted and forced upon us. There was much consternation in Calvert County as being a part of the Washington MSA being that Calvert was mostly rural and farmland at the time. I wonder if those EPA numbers still hold water after all the years of automotive engine technological advancements. As at the time, I'm pretty sure any pollutants being detected were being spread by wind currents that skewd the data at the time anyway.
The emissions program should be dismantled. And, if it is such a concern, make it part of the automotive inspection program when a car is sold or titled, as is the requirement now.
