I don't know what you were expecting since Monterey was terrible to begin with. The food has NO seasoning and the general quality has gone down over the years while the prices have gone up. I wish more people would boycott them so they would bring the food quality back to what it was when they opened.
I think Plaza Tolteca is definitely a step in the right direction as far as Mexican food in this county goes. I have had a few things on their menu ranging from average to very good. The steak ranchero and street tacos are the best things I have had so far. If you just order the plain stuff like beef enchiladas and tacos it tastes like every other lame mexican restaurant (still better than monterey though).
My favorite is enchiladas verde. They were very good at Monterey's then I started to notice less flavor in the chicken. The ones at Plaza Tolteca have a little bit of a bite to them which I love. I had a couple bites of my daughters fajitas, no bad either.
