We don't know for sure about the details of the backroom deals with Dominion - except that 800M in property taxes were forgiven (Dominion pays no income taxes) in exchange for a "payment in lieu of taxes (PILOT)" of either 20M or 25M. I expect the commissioners will now forgive even that.

Even with the increase, Calvert County’s property taxes are the ninth lowest in Maryland, the county said.
The hike in income taxes puts the county near the state average and in line with Southern Maryland’s other two counties, Charles and St. Mary’s.

Why does Dominion claim "Calvert County is to receive an additional $45 million a year on average in just the first five years after the project is in operation." and that the annual property tax increase they pay is - or will be - $40 million...?

No. The first payment is due with the FY 2018 taxes (next July) and is estimated to be between $20M and $25M a year the first 4 or 5 years. If the stars align and the plant runs at full capacity the 5th year number is estimated to run up to $45M a year.

Is an additional 25m more than they pay now a bad thing? Is 45m even that much more better than what they pay now? I'm not following your theme very well...or are you one of those "what the government does not steal from businesses is a "cost" to taxpayers" kind of economist? As I business owner myself, I see the fallacy in that point of view.
You flapping your keyboard gums does not in any way negate the information that has been a matter of public record for quite some time now. In fact..it just makes you look silly.
Now..you have proof that Dominion is not going to actually make those tax payments, post it or link to it. I'd really like to see it. And I'd like to see Dominion's explanation of "why not" too.
