I think you are right; that presidents like to blame past presidents. It has happened all along. The only difference here is that BO shouldn't have been president at all, because he wasn't qualified in citizenship or experience to be elected. He became president because of a fluke in timing, that's all. And, actually, he really has nothing to say that makes sense, because again, he doesn't qualify for the office.

But he sure could have. Carter was the worse President in recent history until Obama. Carter should praise God that Obama came alone and took him off the hook.

Yes raygun blamed President Carter for 8yrs and Bush 2 is far worse than President Carter or President Obama.
If Operation Desert one was a succes President Carter would have won reelection in a landslide.
And yes facts have a liberal bias.
