Probably The storm was in full swing by then

When inclement weather is expected - it really doesn't make sense to me why somebody would go out on the river in a watercraft like that. It just isn't worth taking chances. Not to mention, it can also put First Responders' lives at risk.

From comments I was reading witnesses say the person was 'racing' back to shore and the jet ski flipped at high speed and the person disappeared.
