Some cities have noise ordinances making it illegal to blow your horn unless it is to help avoid a collision. Presuming that both the bus and the car were stationary, it might technically be illegal for him act like a dummy with his horn. However, I think we all know the odds that anything would happen to him from being reported.

I got stuck with one of those this morning. Mom still in her bathrobe walks her kid across 225, ciggy in hand (mom -- not the kid), practically gets on the bus to chat with the driver while I and the 20 or so cars behind me are patiently waiting.....

I don't understand how some drivers refuse to pay attention to traffic lights while they are on their cell phones....9 times out of ten!!!

Right... Get rid of the damn things. Anytime I see someone driving out of an idiot, it seems like they're on their cell phones.
