The time of day you use the water doesn't have any bearing on the cost. It's based on the amount you use. Do you live in St. Mary's?
This info is from St. Mary's Metropolitan Commission rates page. They provide the water service in St. Marys

Minimum: up to 18,000 gallons per quarter $14.64/month
Overage Rate: (per 1,000 gallons in excess of 18,000) $2.65
Non-metered Rate: $24.62/month per EDU
Turn Off/On Charge: Non-payment or at customer's request $50.00
Non-payment or at customer's request - After hours $75.00 *
Additional Trip or Recall $25.00
Non-Payment administration fee $25.00

You have to be using a lot of water to get charged that much per month.

Yes i live in St. Marys County and sewer is included. I guess i should of put that in there. I use about 12000 gallons a month. I just checked my bill and a few earlier ones too. I do laundry at night etc because of the electric bill really. Some say that doesn't work but i see a difference in my bill.

Cost of water/sewer varies all over the place. Some of it truly is economies of scale, some of it depends on the age of the system and some includes any upgrades that have been done (especially for sewer).

The flush tax that's collected is going out as loans to systems for enhanced nutrient removal and some other state and EPA mandated programs.

The economies of scale come into play especially for water-price to produce one gallon out of the ground is basically the same as 100,000 gallons. Sewer is very expensive to treat and manage. You'll probably have capital improvement charges for construction an upgrades on your bill as a separate line item.

SMECO does not charge a different rate based on time of day. You'd be hard pressed to demonstrate a difference in your bill due to all the other varibles.

Sewer Charge

The sewer charge is around $35 in St. Mary's. Then add on top of that the admin fee, which is <$10, then add on your water usage charge. The sewer charge is likely due to improvements or a newer wastewater treatment system. I just moved to the area 6 months ago, so I'm not sure what the wastewater treatment situation is, but I have worked with government units in the past where the sewer base bill was around $60. So it could be worse.

But didn't Metcom do something recently where they spread out capital costs to ALL the customers instead of just those in the taxing district that benefits?

My bill was about the same when I lived in Waldorf MD. It was little higher when I was trying to water my dead grass but that didn't help any. LOL!!

As a Montgomery County homeowner, I would really like to know where you came up with that.

I was told that. Not sure who told me, been a long time ago. But it seems like we pay more for everything out here than anyone else does anywhere.

looking at my water bill it lists....

sewer: sys improvement charge 8.75
sewer: service chg non metered 26.39
water: sys improvement charge 5.27
water: service charge metered 14.64
other: bay restoration fee 2.5

grand total= 57.55. Water bill is a rip off. It is only 2 people in my house we don't use nearly enough water to come to 57.55.
