Yes it was...
One of the very few things the Federal government is actually charged with is providing for the common defense. Clinton, as CIC, failed miserably at this because there is a clear connection and ramping up of attacks on his watch and he did NOTHING and Bush failed miserably as well. He had time to order Bin Laden, a leader of a group that declared war on us in 1996 AND executed numerous acts of war against us, destroyed. FDR is responsible for Pearl Harbor in the same sense.
