Two federal law enforcement sources, who caution that the information is still preliminary, tell NPR's Carrie Johnson that there have "multiple fatalities."

Update at 10:55 a.m. ET. Building Being "Swept" As Search Continues:

We're aware that other news outlets have reported that their may have been more than one shooter. But there have not been any official statements to that effect. Emergency personnel have spoken on their radio broadcasts of a "possible" second suspect in the building. As you would expect, police are sweeping the building. Earlier, there were reports of a gunman barricaded in a room.

There's also no official word yet on the number of people injured and possibly killed. The repeats that "several people were injured and there are reports of fatalities."

A friend of mine that works at the US Naval Research Lab says that she can still hear shots being fired.

Ugh if this is true, those folks had no chance at all. Makes me rethink eating in cafeterias.

Several killed, injured at Washington Navy Yard shooting | Reuters

NBC News, citing a senior naval officer at the Navy Yard, said at least 12 people had been shot, with four killed and eight wounded. This could not be independently confirmed.

A Navy official told Reuters a suspected shooter has been contained, adding that several people died and several others were injured. The total number of victims was unclear, he said on condition of anonymity.

Another Navy official, speaking on condition of anonymity, said more than one shooter may have been involved. The Washington Post reported that there were several shooters.

UPDATE, 10:50a ET: Fox News guest Rod Wheeler told Bill Hemmer that his sources at an area hospital where victims were taken tell him two different types of ammunition were used in the shooting. This may be contributing to reports of multiple shooters. The one confirmed shooter is not yet in custody and remains inside the building.

TV news is now reporting a shooter is dead... still some confusion as to whether or not there is a 2nd shooter.

Police say 2 shooters have killed 4, injured 8 on grounds of Washington Navy Yard - The Washington Post

Gunfire was heard shortly before 11 a.m., and police were sweeping the building where the shooter was apparently holed up. Witnesses said the gunman was heavily armed.

At least two police officers were shot, but it was unclear whether either was among the fatalities. Police on the scene said one is a D.C. Metro Police officer who was shot twice in the leg and was evacuated on a helicopter that took off from a rooftop. The other was a base officer.

Annamarie DeCarlo, a spokeswoman for MedStar Washington Hospital Center, said the hospital has two patients from the shooting being treated in its trauma unit. She said she did not know their conditions or if they worked in law enforcement. At least one other patient was taken to the trauma unit at George Washington University Hospital, a spokesman there said.

Ten public and charter schools and a public school administration building in the District were placed on lockdown as a precaution, and flights out of Reagan National Airport were briefly halted, causing delays even after they began departing again.

An "active shooter" remained inside the building, the Navy said.

Helicopters hovered overhead as police with riot and SWAT team gear swarmed the scene. In one chopper, there appeared to be a police sniper peering out, with a scope at the ready.

Washington (CNN) -- [Breaking news update at 11:31 a.m. Monday]

Two suspected shooters "are down" at the Washington Navy Yard, according to Ed Zeigler, director of Public Affairs for Naval District Washington. Zeigler was not able to confirm whether the suspected gunmen had been taken into custody or killed.

"Multiple" people have been killed in the shooting at the Washington Navy Yard, Zeigler told CNN's Dan Merica.

Fox 5 reported hearing about another shooting incident at Bolling AFB, police units headed that way as well. They are following up to verify what may be an erroneous report, but units are on the way there.

"Immediately after receiving a report of an active shooter at the Washington Navy Yard (WNY), Joint Base Anacostia-Bolling (JBAB)...instituted additional security measures, including temporarily securing the installation. Located across the river from WNY, JBAB... like all military bases, has a robust active shooter plan of action, which is exercised often to ensure security and other emergency personnel remained well trained. Until the situation at the Navy Yard is secured, JBAB remains temporarily secured, with its entrance gates closed and personnel on the base sheltering in place, according to the JBAB Commander, Navy Capt. Anthony T. Calandra."
