I *believe* the sheriff wanted to arrest at a higher level charge. The prosecuter actually sets the charge depending on what can actually be proven, even though the sherriff may have wanted an arrest for something more severe. This was the best charge available.
In a small town, you may hear things and think you know things, because everybody is in everybody's business. But that doesn't mean it can be proven.
I actually was surprised that the charge was such a small one in comparison to what I heard.
Did that explanation make sense?
Neglect probably doesn't carry the penalty that cruelty does, and they didn't think they could get a manslaughter charge to stick, so that's the best they could come up with.
Sort of like, grasping at straws? Try and find anything that may stick?
