Here is what I found out.

It involved a domestic dispute, the couple had an ex parte against each other. The guy decides he is gonna kill himself and wants the girl to watch so she knows she is responisible for it. So he kidnaps her, ties her up and takes her up on the bridge to watch him jump off.

The jumper also may have some relation to a Calvert cop, not sure about that yet though.

Well, some thoughts about what happened last night after some rest...
The first officer on the scene says he "heard the man in the water" that puts him there awfully fast. I wonder if police were already involved in this situation prior to the jump. He also kept refering to the jumper as a "suspect".

I heard that there was a tropper on a trafic stop just off the bridge and was at the scene litterally a min. after the call went out, from what I heard the police were not involved until after the jump.
