Back to the original point, grass clippings on the road, wouldn't that be considered litter? And as such shouldn't the offender be cited for littering?

Here's the rub... what's the threshold? If you faithfully blow the clippings off the road, but miss a few stray blades...?

I should have taken a picture of the solid green coverage of the first corner here on the island Saturday...lawn maintenance guy had the inside of a blind turn completely plastered with fresh heavy clippings.

Aside fro the motorcycle issue.. I thik it is rude, arrogant and disrespectfull to do it. It is no different than dumping trash on the road.

Expect a lot of it in the next few days. The county is trimming for the upcoming holiday weekend. All the medians need cutting and the county contractors do not pick up after themselves.

Most of our roads with medians are state roads though, doesnt the SHA contract for that?

There is a process that must be followed in proper sequence. Complaining here and on FB is always Step 1.
