It took them 2 decades to clean up after a hurricane that DR cleaned up in less than a year. Despite sharing an island (I.E. having the same resources and the same weather) DR has the largest and most successful economy in the Caribbean, despite having to compete with very large tourist economies like the Bahamas. Meanwhile Haiti is the poorest country in the western hemisphere, has an economy ranked 155th out of 184 ranked countries, and an unemployment level estimated to be among the top 10 in the world. It's estimated, because they can't get anyone to actually do the job of perfoming an accurate census on their labor markets.
