On April 27, 2012 deputies responded to the area of Missouri Avenue and Rogers Drive in Lexington Park, Maryland to check the welfare of an intoxicated female who was disregarding vehicle traffic and walking in the roadway causing a traffic hazard. Deputies located the female, identified as Lisa Marie Tippett, 46 of Lexington Park, Maryland. The moment the deputies made contact with Tippett she began yelling profanity, lifted her shirt and lowered her pants, exposing herself in public.

Rittenhouse was also underage and not legally allowed to possess the weapon.
He also traveled across state lines to act as a police officer in a role he elected for himself.

Videos of the incident show that Rosenbaum eventually threw the plastic bag he was carrying at Rittenhouse, who responded by firing four shots at the man.
