The lake should be closed and the gates locked. There are hardly any people there to start with and people using the playground and basketball courts can park in the other area. Leaving the Lake gates open gives a false sense of "Hey, it's ok to swim". If there are no gate guards there then close it! Signs blow away and are removed. If you want to put a boat in, you'd use the boat ramp over by the basketball courts anyway. HELLO!!!!!!!!!!
The swimming barrier floats also give the impression that swimming is allowed. They should be removed until the lake is proven to be safe for swimming.
A simple barrier of rope and stakes driven into the sand at the water line should be enough. There's no reason people can't use the beach for sunbathing, picnics, and volleyball as long as they stay out of the water.
I'm mostly concerned that someone is going to get sick and sue CRE. They'll say they never saw a sign, and CRE will lose because of that.
We can't physically stop people who ignore the warnings, but we do have to take prudent steps.
