You are so right--it takes a village to raise children. Good for you for being a caring and loving parent. Alot of kids are being raised by parents that are either to lazy, or love themselves more than their children, to be a "good parent".

No it was a fake name he used. This was a solo mission.

Solo mission? Don't you mean solo crime. So if it was a fake name and address that he used, how was he going to get his games and more importantly, how was he able to affect a charge/transition on your credit/debit card using the wrong name and address?

There are 2 different names to use, their is a membership name and address and a seperate one for billing.

Did you ask your child what he thought he should receive as punishment? I always ask my kids to come up with some punishment options...I do this in order to get a sense of how offensive they think their crime/bad behavior was.

Do you think they would come out here? My fear is that they might really arrest him, since what he did was illegal. Or do I have to be the one to press charges, etc in order for them to actually arrest him?

My ex brother inlaw got a call from his bank, they had a person on video trying to make a cash withdrawal using his american express card. They wanted him to come come in and identify the person on the video, which turned out to be his son. At this point, American Express pressed charges and it was not up to the parent. I understand trying to teach your child a lesson by calling the police, but be sure of what the repercussions will be before doing so.
