Bandaid fix.

Give a refund to people who don't pay taxes, what a joke, and then those that do get refunds you'll have to claim it on your next years taxes as earned income, so you'll get taxed again..

That isn't true. The lowest tax rate for 2008 was dropped from 10% to 0%. That is where the rebate part comes from.
