GET A CLICKER!!!
have him inside.... HOLD a treat and get him worked up... DO NOT TELL HIM TO BARK, SPEAK OR NOTHING.... the point is the dog needs to figure out the behavior on his own. The second he starts to figure it out "click him" and give a treat. then repeat....
its not that hard ... it may take a while for him to figure it out but once the behavior is there then you can mold it and once it is solid then you can give it a word.
Of course, this only works if your dog is driven by food reward... I've had more than one dog that would ignore the treat and keep barking, because what they wanted when you worked them up was interaction, not food... They'd ignore the food.
Which worked out nicely in competition when they would randomly sprinkle hotdogs around the field trying to distract the dogs...
