I've been going to the mall, maybe once a week or so, since 1992 and I haven't ever seen all of this threatening behavior either. I have three teenagers and I've never had a problem with them going to the mall by themselves.
People who think that the mall is a gathering place for thugs and miscreants should take a drive up to Westview Mall outside Baltimore, or even Security Mall just north of Baltimore. The kids that are hanging out at the mall, the foodcourt in particular, aren't out looking for trouble... they're out looking for the opposite sex. If I see some 19-yr old black or hispanic tough wearing gang clothes and numerous scars and tattoos... I worry. When I see some 15-year old white suburbanite wearing temporary tattoos, spotless clothes from Foot Locker, and the only scar they have is from an appendectomy, I laugh. Are there bullies at the video game place? Probably, but you'll find these pinheads everywhere you go. I get such a kick when I hear adults whining because some "tough" talked back to them or cussed at them when they said something to them. There are lots of places where you have to worry about getting stabbed or shot for just being there or looking at someone the wrong way... now that's something to whine about.
I take no issue with the kids who wander the mall, hanging out with their friends. To them the mall is a social gathering place, and I used to hang out at Monroeville Mall back in Pittsburgh with my friends, and I'm sure our hair and dress looks as rediculous to today's youth as their's looks to us.
If there are people who feel intimidated by a bunch of kids hanging out, and at worse smoking cigarettes at the entrance to the food court, all I can tell them is stay home and do your shopping from the safety of the internet. Or, go to a mall where there is a problem with hoods and thugs and see what a real problem looks like.
