Canada has a Parliamentary system of governance. The people at large don't vote for him directly, he is not on any ballot, as we do like with the President. He is chosen by members of Parliament. The blame really rests with the House of Commons. Just like here where most everyone thinks their congressional district representative is the best congressional district representative, and keep re-electing them, it is the House of Commons MP's that control who is PM, always keep getting re-elected. Which is as we all know is very difficult to change, just as it is difficult to get rid of Pelosi, AOC, and other far left America haters.
