What's the best way to stop your neighbor's barking dog?

Go to the neighbor's house an hour or so after they've gone to sleep, sneak in the garage, hotwire their car, open the door from the garage to the house and then leave the garage after verifying that all ofther exits are sealed. It's best to do this when it's cold or hot outside, so that you can be sure their house windows are closed. When the new neighbors move in, tell them the story about the horrible neighbors that used to live there, about how everybody hated that they left their dog out all the time to bark. Too bad, so sad that they died, but at least now there is no more barking dog at the house.

This has been our problem these past few days now. I pity our neighbor's dog. She's always chained most of the days and as a result, she barks incessantly. It's pretty irritating sometimes, especially at night. We've decided to call the animal service and let them have a talk with our neighbor.

Go over after they have left for work, unchain the dog and take it to tri-county. It's better off there than neglected in the back yard.

There is no law against chaining up your dog, so the shelter would give the dog back to them, or they would just get another dog. The folks who don't care well for their pets just go get anther one - I've seen it over and over.
