When i went to the class on base, i was told it was reflective material the main thing for the brightness, and it is based on % not size.

From what I understand, it the Navy has a minimum requirement, and the base commander can add to it as he sees fit. Everywhere you go, you may need to comply with different rules concerning riding a motorcycle on base.

They can also pretty much direct security to let things slide.

They made me where an orange vest over top of my solid reflective silver mesh jacket. Not kidding.
