It's obvious that we all have our opinions on this, but I think this is what will hold up in court:

It is safest to drive at the same speed that most
traffic is moving, up to the maximum speed limit.
In fact, traveling at a speed lower than other traffic
encourages other vehicles to constantly pass you
and increases the chances of a crash.
Then there is this, from a FB conversation:
I was listening to talk radio and various cops calling in about this incident, and there was some disagreement on how individual cops would have handled it. But they all agreed that the law in Maryland that the left lane is only to be used for passing slower cars in the right lanes, no matter what the speed limit is. The left lane is NOT a travelling lane. So if she wasn't passing traffic in the lane to the right of her, then she was breaking the law.
I think, in the end, it will depend on the judge, and whether or not he got laid the night before. This has the potential to set a precedence for future left lane loafers. Maybe they
are seeing that driving slower in the left lane is a hazard :shrug: We shall see.
edited to add: I did 40-45 mph all the way to work again this morning. It was a nice, relaxing drive in for me. Not so much for the enormous line of traffic behind us
