The Anne Arundel County Health Officer, Dr. Nilesh Kalyanaraman, referred to the crack pipes as “safe smoking kits” included as part of the County’s harm reduction program.
Kalyanaraman says these harm reduction efforts have been underway for about a year and a half.
The hard reduction kits began as a way to provide hygiene supplies and Narcan to the community.
He says over time -- the County provided more supplies like safe sex and wound care supplies.
About six months ago, according to Kalyanaraman, the harm reduction efforts began including syringes.
In addition to reducing infection, the Health Officer says syringe programs increase engagement with drug users and provides opportunities to refer people to care.
Through this program, he says it was discovered that some drug users were smoking drugs with metal or plastic pipes – possibly leading to wounds or infections.
“Once we get past that visceral reaction we get to the point of helping people,” Kalyanaraman said by phone Friday.
Kalyanaraman said safe smoking kits had only been distributed this week.
The kits have now been taken out of circulation until more conversation can be had with the community.

So drug addicts don't hurt themselves with 'inferior' products.Why is the government providing this again?

With few exceptions, they generally included either a bong or a pipe.
I guess what I don't totally get is, the government is planning to provide grants for these kits - which are legal - but the substances intended to be USED by them are *illegal* and potentially lethal?
Why is the government providing this again?
