Seriously, though, I think a campaign against aggressive drivers would be a good start. Every time you are caught speeding, instead of a fine, you get a new restrictor plate for your cars manifold. Smaller each time. If it were me, I'd put pressure on judges to actually sentence traffic offenders instead of sloughing them off or giving them a pat on the rear.
