Well, the bill was written with very specific language and set very clear paramaters as far as hours, unsanitary conditions, what constituted restraint, etc. Unfortunately, prior to signing into law, it was made very vanilla and pretty much worthless.

Some parts that were (fortunately) deleted:

(1) BETWEEN THE HOURS OF MIDNIGHT AND 6 A.M.; OR
(2) DURING PERIODS WHEN THE NATIONAL WEATHER SERVICE HAS ISSUED A HEAT ADVISORY OR HURRICANE OR TROPICAL STORM WARNING OR WHEN THE REAL OR EFFECTIVE TEMPERATURE IS BELOW 32 DEGREES FAHRENHEIT; OR ;

How does it benefit a dog to have a 6 hour period that they cannot be tethered? Is there something about a dog that makes it need to be released between midnight and 6 A.M.? Or was this a noise ordinance disguised as an animal welfare bill?

A tropical storm warning means that winds are possible within 24 hours. It does not mean that dangerous conditions exist. It could be sunny, clear, 72 degrees, 5 MPH winds, and the original law would have made it illegal to put your dog out on a run.

The cold weather warning is excessive also. It shows a lack of consideration to say that you can't tie a Husky, Malamute, or other winter dog outside when it is a balmy 32 degrees.

I still do not understand why the existing abuse and neglect laws were not adequate to cover whatever perceived problem there was.

Thanks for the green to whoever sent it to me. I do realize there are those in this day and age that mistreat their animals. But as I said, I wish we could turn back the clock to 40-50 years ago. The majority of dog owners tied their dogs outside, they were not mistreated, they were well looked after, nobody complained, the SPCA was active but basically spent their days collecting a loose animal. Today I listen to my scanner and Tri-County is bringing in truck loads of animals they have caught in traps or that were reported running loose, and this is every day. All I'm saying is it didn't used to be that way and all I can come up with is that people just have a completely different outlook on what a pet is in this day and age. Owning a pet is a responsibility but for some reason not all see it that way today. And I am not directing this at any forum members because obviously they acknowledge their responsibilities by posting stories and pics of some of the most beautiful animals.

Could be partly a noise ordinance - BUT no dog deserves to live chained/tethered 24 hours a day.

I applaud the states and counties that are putting a limit on how long a dog can be chained/tethered. But I'm also realistic enough to know that the only one's that will pay attention to this law are basically good owners that don't/didn't know better. The one's that are the crappy owners and could care less about the conditions the dog is kept in will continue to keep those dogs in the same conditions.

You seem to be very biased in your opinion. Perhaps because you've seen more abuse than you approve of and I'm not saying it does not go on. But to say flat out that a dog can't be chained/tethered up 24/7 is pure BS. A chained dog can be just as happy and treated as well as any house kept. We'll agree to disagree on the issue but please do not try and push your beliefs onto the rest of us that know what we're doing.

Now all we need are new laws that will save the poor dogs that get crated for 9+ hours a day while their beloved masters are away at work. :pitchforks&torches:

Yes, and then laws that will keep us from restraining the poor childrens in the carseats, because surely they should be allowed to roam free range within the cars and SUVeees!

Just because you think of a DOG as part of the family, doesn't mean everybody else does. My DOGS are pets/burgler alarms. They are well fed/watered, protected, and restrained. Always have been, always will be.

:yeahthat:I feel that is more cruel than the way my pets are treated, but to each his/her own. We don't need additional laws passed. Abuse/neglect laws already exist. It's too bad they can't pass laws mandating common since...

people have different values, that doens't mean that they are mistreating their dog.

hell, i think putting a bird in a cage should be a crime, but people do it all the time.

you pets types need to get over yourselves

You mean to tell me you NEVER bring your dogs in the house?

What is the point of having a pet then?

I've known people with apartments in DC who kept Labs, Shepherds, etc. so don't tell me you can't bring your dogs inside when the weather is bad.

if a dog can handle the weather there is no reason. and dont think you have a corner on caring for your pet. I know lots of people who keep their dogs outside but love their pets plenty....

besides what is more inhumane, keeping a dog on a run or a beta in one of those little bowls?

Domesticated animals need shelter.

They can get overheated or freeze.

They are NOT wild animals.
