I should have clarified that SUVs working traffic is whats rare. Usually senior folks get those, and those folks don't usually do traffic stuff.

Not true anymore. Those cars are routinely used as traffic vehicles. A lot of them are marked. The tahoe's and some of the fords have suspensions which allow them to do all police work.
