This cat and mouse game continues to go on between us and North Korea. They're determined to test a long range missile and we're threatening consequences if he does so. And what are the consequences? Will we shoot it down? Will we blow up the military base from which it was launched? No. We'll send Jimmy Carter over there to promise them some of our latest nuclear and military technology if they'll just calm down.

There is late word this morning North Korea wants to negotiate. They're demanding direct talks with the United States over their threatened missile launch. One of the goons at the U.N. said "We are aware of the U.S. concerns about our missile test launch. So our position is that we should resolve the issue through negotiations."

What are they looking for? Money. They make a threat. We threaten back. They say they want to talk. We talk. They make demands. We call Jimmy Carter to see how to meet their demands.

There's also the likelihood that we'll continue to pursue the toothless "stop or I'll say stop again" strategy with North Korea. North Korea will fire its missile, we'll tell them how mad we are, and then we'll go back to funding earmarks.
SO in other words, they have no intent to launch this missile.. they just want to sabre rattle because every time they do we send them BILLIONS of dollars to not do whatever it is they are threatening to do.
