It means that the thing in question is not relevant to the discussion; it's completely meaningless.

The cat is both here and not here, while simultaneously being neither here, nor there. The cat cannot be nowhere, yet the cat is not everywhere. However, it may be anywhere, but it can only be somewhere. So, where is it?
