If a driver is stopped on a two-lane road, waiting to make a left turn, is it legal in Maryland for trailing drivers to go around on the right shoulder?
Dr. Gridlock: A very good question, since it has such general application. The answer is found in the Maryland Vehicle Code, Title 21, Section 304. According to Major Greg Shipley, the chief spokesman for the Maryland State Police, here is the law: If there is a solid white line on the right edge of the roadway, you cannot cross it. If there is no white line there, and the shoulder is made of the same surface as the travel lanes, and there are no parked cars, and there is adequate room to pass, you may do so.
