I've done the really short pixie cut (for ten years matter of fact) and the boob length. These days I hover between just above and just below the shoulders. I don't consider hair slightly above the shoulders to be short though. I consider it short when it's chin length and up.

I likey long hair on me since it's got some natural curl and it just looks better long.
If a chick is overweight, longer hair looks better because it elongates the face. Short hair on a fat woman is not cute. If you have the time to keep up with long hair and make it look good, go for it. Short can look good it if is cut right and styled.. I am sure it will be coming back into fashion soon
Men = short hair or shaved head.
