I don't know about the pan handlers around here, but when I used to live in Arizona right around 2000 there was a locally famous pan handler who had a permanent stake out on the corner between Walmart and the McDonalds (near a major highway offramp). He lived out of a giant 5th wheel attached to a late model F250 in the Walmart Parking lot but apparently also had a house where his wife and kids lived.

Love does no harm. Romans 13:10 says, “Love does no wrong to a neighbor,” — It doesn't harm a neighbor — “therefore, love fulfills the law.” If the panhandler might buy drugs or alcohol, you providing the donation will go to harm him. Ask what he needs and help the panhandler that way. It shows more love to the person that you are spending the time that you will never get back to get the item the person is in need of just as long as the item is not harmful to the person overall.
