Think we covered this. If I leave the doors to a store wide open every night, (mailing out blind ballots to every person on what everyone admits are crappy voter registration rolls) and ensure nobody can watch that area for a month ( do away with things like signature or other forms of verification) and then go back in a month, the only thing I can prove is that the store is empty. I have set up conditions that make it impossible to prove anyone stole anything.
The lack of proof doesn't mean it didnt happen.
