I graduated high school in 92, my teachers all talked like it was something that you just had to do or else. Most of the kids I went to high school with entered a trade or went into the military on graduation. They appear to be doing just as well as the kids who went to college.
College being what you MUST do started around the time my kids were growing up (in MD). I don't remember it being a huge deal when I was a kid, depending on what you wanted to do as a career. If you wanted to be a doctor or a lawyer or something that required a degree, sure, but it didn't require a degree to be a, say, hotel manager or work for the Dept Revenue. You started as a desk person and worked your way up, OJT. Now they want you to have a degree for even entry level stuff.
I did come from a pretty affluent high school, many of my classmates dads were doctors, lawyers, or accountants.
