Try:
We are at war with "terrorism" and unlike many of the wars the US has fought in the past, there are no clear sides, lines of battle nor is it clear who is the good guys and bad guys. This is one style of war the US has never fought before, so it's continually evolving and changing as new information becomes available. But the main reason that we are in any war, is so that Americans won't be home living in fear.

Follow up with:
Just like when WWII first began, the US stayed out of it as much as possible, until the War was brought to America by the bombing of Pearl Harbor. Many citizens may not want this war, however, the majority of our elected representatives decided this was the best course of action. We can't live in fear and we can't stand idly by while bad things happen.

Iraq attacked us?

Quite often. Do you really think Saddam let us patrol the "no fly zone" un-hindered? BTW, I get a kick out of "the first and second gulf wars" because we never officially ended "the first one."

I guess you could go with the official line and say "at the time we thought they had the means to do harm to the US or its allies with chemical or biological wepaons, the UN wouldn't help and so we went in".

I agree. That sounds like a good way to put it.

True. We got a few hits there. I guess a better answer would be then that Iraq invaded afriend of ours, Kuwait.

A straight, concise, diffinitive answer that he will understand..
Put it to him in terms he can relate to:

"Shorty, do you have a kid in your school that's really mean and bullies the other kids? And does this bully kid have friends that are just as mean as him, and will gang up on you if you try to fight back against this bully?

Well, Iraq had a President like that."

While I don't really want to agree with you I will agree with you on this one. Vietnam is the reason why our military got such a bad name. There was no clear idea as to who was the bad guy and who was the good guy. We also had never fought in that kind of situation and that is why our troops were never reconginzed for what they did. The veterans of Vietnam did not deserve what they got. They were not the ones at fault. Our country sent them into an unknown battle with no training for it and new weapons. They were not prepared hence what happened happened. Our veterans should not have been punished for it the way they were nor mistreated the way they were.
