Of course, once a cop is spotted, everybody seems to behave and drive at (or generally below) the speed limit.
The way I look at it is if you're changing your driving habit because a cop is nearby, you were probably in violation of the law and in the wrong. If someone else slows up and you're forced to slow up because a cop is seen, you are probably in the wrong to start with.
