Savannah certainly isn't in the "most northern part" of Georgia. Georgia's northernmost border lines up pretty well with Fayetteville, NC.

Nowhere near the most northern part of the state. It is the northern most coastal part but that only puts it at the top of the southern third. Most of the state is north of Savannah.
